Homicide: Life on The Street 6.19 - "Strangled, Not Stirred" (1998)
Ballard and Gharty investigate the deaths of two single women who were bought drinks by a married couple. The victims were stunned and then strangled. The other detectives receive detailed information that helps them close the open Mahoney drug shootings. Their helpful informant turns out to be Lewis, who has a hearing coming up Ballard and Gharty get their suspect in the box and he claims to be the one to stun the victims, but his wife actually did the strangulation. Ballard is skeptical about the woman's involvement, but the evidence points to the couple.

A woman comes into the station to report that she is being harassed by a group of clowns living next door to her. She tells them that they make too much noise all through the night and can often be seen participating in orgies through their windows. A disabled man is beaten up and robbed in his own apartment. Jack and Nona try to help him out and recover his precious stamp collection. A collection built up over the years and full of memories.

Barry Allen, a police scientist is working one night during a terrible thunder storm when a bolt of lightning crashes through the lab window, electrocuting Barry and dousing him in chemicals. Barry survives the accident, and soon learns that he is now able to move at almost incomprehensible speed. Meanwhile Nicholas Pike, an ex-cop turned gang leader, is seeking revenge against Barry's brother Jay. With the help of Tina McGee, a scientist who works with the ultra-advanced Star Labs, Barry constructs a suit that will withstand his super speed and also conceal his identity so that Pike's men won't retaliate against his loved ones. Now Barry must find a way to stop Pike before it is too late.

When Cole Barker escapes FULCRUM with new information, Sarah and Casey go looking for a man that seems to be behind FULCRUM's plans to build its own Intersect, forcedly leaving Chuck and Barker in a safety bunker, as FULCRUM is still actively searching for them. Meanwhile, Morgan can not find a way of telling Anna that he wants to move in with Chuck instead of her, so Lester and Jeff are encouraging him to find a way of repulsing her.
