Keith takes matters into his own hands when he arranges a secret meeting with Carl. Elizabeth realizes who Alexis really is and immediately comes forward. Jack and Mason question her and then convince her to aid in his capture. The safe house is attacked, but Teri and Kim manage to escape. They are then separated by an unforeseen accident.

During her son's funeral, Carmen Vega a vicious drugs queen-pin makes a violent and lethal escape. Her plan is to get the cartel back in order and eventually enthrone her surviving son, Cesar. She will stop at nothing to do this even killing members of her own family and gang. The Breakout Kings smell a rat however when they always seem to be one step behind their prey and things go from bad to worse when they realise that they must capture Carmen, not only to ensure their month off their sentence but also because she is responsible for the kidnap of Shea's girlfriend.

Jack appoints D'Arby to spy on Kathy, but instead he finds an old file for a Rubber recycle plant that has now become worth pursuing. Gardner/Ross attempts to buy the smaller Fabris Investment bank but run into liquidity problems when Cedric dumps his GR stock and attempts to drive up the price of Fabris instead. It's all a ploy though with Adam's help Cedric buys back the depressed GR stock and becomes its number one shareholder, and takes over the firm by firing Sally.

McKay has a date with a "killer" blonde but on the way to take her shopping he ends up hitting a child with his jeep and comes in contact, for the first time, with a makeshift orphanage where he decides to get involved with the orphans. Doc finds Purcell high on grass and drugs. Purcell leave in a huff, seeking more drugs, and ends up arrested and assigned to a "shit burner" detail. Goldman goes to Brewster to report the massacre. Later, Goldman and Anderson are briefed on a mission into Cambodia to kidnap a defecting NVA officer. Percell tries to desert.

Jack poses as Alexis and meets with a stranger who has vital information, but an agent with a grudge from Jack's past picks a bad time to get even. Teri and Dr. Parslow return to the Bauer home, unaware of the danger that it presents.
