In the near future, it will be illegal to have a television that can be shut off. Ratings are all that matters. To improve ratings, Network 23 creates "Blipverts." Blipverts are high speed commercials condensed into a few seconds and embed themselves into the viewers mind. Unfortunately, a few viewers have exploded while watching them. Network 23 star reporter, Edison Carter, discovers that the Network executive Ned Grossberg is aware of the problem and is covering up the issues. Ned decides to replace Edison with a computer stimulated version of Edison. Bryce Lynch creates this computer simulated version, who calls himself Max Headroom.

Max is concerned that there is a homicidal madman running around and laying waste to people. He is surprised when he finds out that "Missile Mike" is a violent children's television show. There is an illegal sport called raking. Individual use these motorized skate board for a deadly match. Theora receives a phone call from her sister-in-law Winnie. Winnie is upset because Theora's brother, Shawn, has taken up the sport of raking. Theora sets Edison onto the case. Edison wants to keep this sport outlawed because it is so dangerous. Zik Zak is wanting to legalize it and sponsor it.

In a small town, the hippie faction often clashes with the mainstream. To settle their differences, the hippie "freaks" take on the town police "pigs" in a football game. Also at odds are Neal and one time friend Doug (Patrick Swayze), a returned Vietnam Vet who has joined the police force, who is also protective of his younger sister who prefers the hippie element. To make things even more intense, Mickey South, who has fled to Canada to avoid the war, returns to play for the Freaks football team. Tensions mount and all are challenged as the climax of the film approaches.

She takes him with her to East Germany where they are separated and he has to escape back to the west on his own, all the while being trailed by East German spies. He arrives home only to find the game is still going on, and a canister of film is in his backpack. Then Sasha re-appears.

A serial killer who is a diplomat, uses his diplomatic immunity to avoid being prosecuted in the States. A cop whose daughter is one of his victims tries to get to him, but when he uses his diplomatic immunity to leave the country, the cop turns in his badge and sets out to stop him.

Network 23 star reporter, Edison Carter, discovers that the Network executive Ned Grossberg is aware of the problem and is covering up the issues. Ned decides to replace Edison with a computer stimulated version of Edison. Bryce Lynch creates this computer simulated version, who calls himself Max Headroom.

Winnie is upset because Theora's brother, Shawn, has taken up the sport of raking. Theora sets Edison onto the case. Edison wants to keep this sport outlawed because it is so dangerous. Zik Zak is wanting to legalize it and sponsor it.

Network 23's board or directors is anger over Breakthru's sudden ratings surge. The networks are all in the middle of a global rating sweep. Edison Carter wants to expose this sinister link between Brakkthru and White Brigade.

Meanwhile, Development VP Lori Volpone proposes a miniseries on the life of Nikolai 'the Knife' Krasnakov, the son of a Russian mob boss--a risk to be sure, but a possible ratings booster, nonetheless. As if the pressure on Rob is not enough, his wife Cecile adds to it when she announces that she wants to have another baby, even though they are both past 40. While shooting is continuously interrupted by Yolanda's Tourette's Syndrome on the set of Puerto Vallarta, Lori is off with super agent Brad Advail, negotiating a story-rights deal with the Russian gangster. After going head to head with E.L.'s trophy wife, Lydia Luddin, Rob receives the next Mountainmen script, anonymously delivered by the missing Kendall Gifford. Sure, the script is inflammatory, advocating tax revolution, but it is still more interesting than the rehashed, predictable material provided by the stand-in scribes, and Rob decides to run with it, because the ratings, after all, can only go up. The relentless detectives are not considering scripts or ratings though, and call the FBI in for help. When she returns, Lori's answering machine yields a haunting, cryptic message to cease and desist when it comes to the story of the Knife. But Rob is doing much better at home, where, after secretly flushing Cecile's birth control pills down the toilet, he is working on giving her the baby she wants.
